Competitive Dialogue Phase Begins for the Concession of Terminals at Chornomorsk Port
The competitive dialogue phase has officially started as part of the concession tender for state-owned terminals at Chornomorsk Port. The announcement was made by the Ministry for Communities and Territories Development of Ukraine.
The competitive dialogue is considered one of the key stages in implementing the concession project. Over the next 75 days, the government and potential investors will work together to develop the most effective concession model.
According to Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development of Ukraine Oleksii Kuleba, the main objective of this phase is to create balanced cooperation terms between the state and private investors.
“The state provides the basic framework, while investors contribute professional feedback and proposals. This approach will help create a sustainable concession agreement that balances the interests of the state, local communities, and business,” the official stated.
All participants have already signed non-disclosure agreements (NDAs), allowing them to access the necessary documentation and materials for detailed project evaluation.
Following the completion of the competitive dialogue, the tender commission, together with international advisors — European Bank for Reconstruction and Development and International Finance Corporation — will review the participants’ proposals and prepare the final concession terms. The participants will then submit their binding final bids.
Earlier, the Ministry also announced preparations for launching a concession project involving part of the grain terminal at Chornomorsk Port.
