Chornomorsk Port Concession: Four Bidders Cleared for the Next Stage

Four operators have passed prequalification in the Chornomorsk port concession — and the shortlist reads like a roll-call of global terminal names. The Ministry for Development announced the result for the concession of the First and Container terminals, moving the tender into its competitive dialogue stage.

Admitted to the next stage:

  • APM Terminals B.V. — the terminal arm of the Maersk group;
  • the Mariner and TAS consortium;
  • Yilport Holding (Türkiye);
  • the Abu Dhabi Ports Company and SKF Holdings UK consortium.

Deputy Prime Minister and Minister for Development Oleksiy Kuleba said the field shows strong interest from international and Ukrainian business, with some of the world’s largest port operators in the running. The project is positioned as potentially the largest investment in the history of Ukraine’s ports — hundreds of millions of dollars in infrastructure.

The asset on the table is the Chornomorsk container shipping complex: six berths with a potential throughput of up to 760,000 TEU a year. With a global operator at the helm, the terminal could add real capacity to the Odesa hub over the coming years.

Competitive dialogue is a negotiation stage, not the finish line. The concessionaire is named only after the dialogue and the binding bids — so terms can still shift before signing.
