Government Approves Ukraine’s Export Strategy Through 2030

Ukraine has adopted a new strategic document that will shape the country’s export development policy through 2030. The decision was approved by the Cabinet of Ministers of Ukraine.

The new Export Strategy is designed to adapt Ukraine’s foreign trade policy to the realities of wartime conditions, post-war economic recovery, and deeper integration into the European market. The document outlines a comprehensive set of measures aimed at enhancing the competitiveness of Ukrainian producers, promoting the development of higher value-added products, and expanding the presence of Ukrainian businesses in international markets.

One of the key priorities of the strategy is the transition from a raw-material export model toward increasing the share of goods and services with a higher degree of processing. The strategy also provides support for companies operating in foreign markets, with particular attention to small and medium-sized enterprises.

According to Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, Taras Kachka, the strategy will serve as a roadmap for expanding Ukrainian companies’ access to global markets, improving state export support mechanisms, and increasing the share of value-added products in the country’s export structure.

The document is built around three key objectives. The first focuses on increasing the production of competitive goods and improving the export structure. The second aims to create a more favorable environment for export activities. The third is dedicated to strengthening state institutions and export support instruments.

To achieve these goals, the government plans to stimulate the development of medium- and high-tech industries, support the processing sector, attract investment into export-oriented projects, and remove barriers to international trade. Particular emphasis will be placed on expanding export financing, developing digital business services, promoting Ukrainian products abroad, and strengthening Ukraine’s trade and economic representation in foreign markets.

A separate section of the strategy focuses on improving government export support mechanisms. These include expanding financial programs, developing export insurance and lending instruments, modernizing logistics infrastructure, concluding new trade agreements, and strengthening economic diplomacy. The strategy also envisages greater promotion of the “Made in Ukraine” brand and deeper cooperation with international partners.

Among the key targets for 2030 are reducing the share of raw and low-processed products in Ukraine’s exports to 59%, increasing the ratio of exports of goods and services to GDP to 33%, and raising the share of services exports to 25% of total exports. In addition, the government aims to increase the total volume of exports of goods and services to USD 85 billion.

The implementation of the strategy will take place in stages. During 2026–2028, efforts will focus on creating favorable conditions for export development, improving the regulatory framework, and attracting investment. The second phase, covering 2029–2030, will concentrate on scaling up the reforms already introduced and establishing a comprehensive support system for Ukrainian exporters.

The implementation of the strategy will be coordinated by the Ministry of Economy, Environment and Agriculture of Ukraine. Progress will be monitored on a regular basis, while annual reports on the strategy’s implementation will be reviewed by the Cabinet of Ministers.
