Competition for the Concession of Chornomorsk Port Terminals Advances to the Competitive Dialogue Stage

The tender committee has completed the prequalification stage in the concession selection process for the First and Container Terminals of the Chornomorsk Sea Port. The next step will be a competitive dialogue with the companies admitted to participate in the procedure.

During the prequalification process, the commission assessed the financial stability of applicants, their experience in managing port and logistics assets, and their track record in implementing large-scale infrastructure investment projects. Special attention was also given to identifying any links to sanctioned entities or offshore companies.

Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development of Ukraine, Oleksii Kuleba, emphasized that the competitive dialogue stage is crucial for shaping the future model of the project. During this phase, participants and the state will jointly develop technological solutions, investment mechanisms, and approaches to risk management.

Both Ukrainian and international companies have been admitted to the next stage of the competition. At the same time, the commission has not disclosed the number of submitted applications, citing the need to ensure fair competition, equal conditions for all participants, and an impartial review process.

All participants will receive the official results of the prequalification within the deadlines established by legislation.

In parallel, a security screening of applicants is ongoing. As part of the review, competent authorities are verifying the absence of ties to the aggressor state and assessing other potential risks to Ukraine’s national security. These checks will continue throughout the entire конкурсна process.

The competitive dialogue procedure is being implemented with the support of the International Finance Corporation (IFC) and the European Bank for Reconstruction and Development (EBRD). Organizers stress that the tender is based on a transparent and non-discriminatory evaluation system that guarantees equal opportunities for all participants.
